NGVAmerica Urges States to Take Advantage of Settlement

States should take advantage of the big diesel emissions settlement with Volkswagen to promote natural gas vehicles to reduce pollution, says NGVAmerica.

New York State’s Andrew Cuomo was one of 50 governors urged to prioritize natural gas when using Volkswagen settlement money to promote heavy‐duty clean transportation projects.

The association notes that the VW settlement calls for establishment of a $2.7 billion EMT/Environmental Mitigation Trust to replace older diesel trucks, buses, and off-road equipment with cleaner alternatives. It has written to all 50 governors, urging them to take advantage of “an extraordinary opportunity to promote heavy-duty clean transportation projects.”

‘A Cost-Effective Path’

NGVAmerica wants to the states “to prioritize natural gas projects as part of this effort.”

“Clean-burning, domestic natural gas fuel offers a cost-effective path to reduce these emissions that were caused by non-compliant diesel engines,” state the letters from association president Matt Godlewski.

“NGVAmerica, he told the governors, “stands ready to help you develop opportunities for funding natural gas vehicle projects.”

‘The Best Option

“Given that the EMT has been created because of pollution associated with non-compliant diesel vehicles,” Godlewski said, “we believe that the best option for states is to use the funds to support clean, alternative transportation fuels like natural gas…

“Using the available EMT funds, states have an unprecedented opportunity to accelerate the use of new, low-NOx natural gas engines.”

CWI-ISL-G-Near-Zero-engineThe new variant of the 8.9-liter engine is certified to California’s optional 0.02 grams of NOx per brake horsepower-hour – 90% lower than the current U.S. EPA and California Air Resources Board requirements (F&F, September 17, 2015).

Game-Changing Solution

“The start of production of the ISL G Near Zero natural gas engine offers a game-changing solution for the reduction of urban tailpipe and engine related emissions,” Cummins Westport president Rob Neitzke said in a release.

“Combined with the reliability and operating improvements on the base ISL G engine, the ISL G Near Zero is now at the forefront of cost-effective and dependable emission reduction strategies in transit, medium-duty truck and refuse applications.”


First Fit or Retrofit

The ISL G NZ is manufactured at the Cummins Engine Plant in Rocky Mount, North Carolina. It is available as a first fit engine with transit, shuttle and school bus, refuse and truck original equipment manufacturers (OEMs), or as an engine replacement (repower) for existing ISL G vehicles.

Coupled with RNG/Biomethane, CEC Sees ZEV Equivalency 

The California Energy Commission staff says in its draft 2017-2018 Investment Plan Update for the Alternative and Renewable Fuel and Vehicle Technology Program (CEC-600-2016-007-SD), “Natural gas engines and emission control technologies that achieve the ARB optional low oxides of nitrogen (NOX) emission standard are now commercially available, and, when combined with biomethane fuel, can reduce the life-cycle emissions of medium- and heavy-duty vehicles to levels near or equal to those of zero emission electric vehicles.” (emphasis added)

California Releases 2016 ZEV Action Plan

California Governor Jerry Brown has released a new plan for zero-emission vehicles in the state. The document detail “new actions” to help “build California’s ZEV market, remove barriers to future market growth and ensure this transition benefits our state and its residents.”

The goal is 1.5 million ZEVs, both hydrogen fuel cell and fully battery electric vehicles, “on California Roadways By 2025,” states the 2016 ZEV Action Plan.

More State Fleet ZEVs

The Plan addresses medium- and heavy-duty vehicles, as well as zero-emission technologies for public transit and freight transport: “While light-duty ZEVs are the most visible step forward toward transportation electrification, the state’s transportation and climate goals require a broad, multi-modal approach to transportation electrification beyond individual passenger vehicles.


The plan includes six broad goals for the California state government to advance ZEVs:

  • achieve mainstream consumer awareness of ZEV options and benefits;
  • make ZEVs an affordable and attractive option for drivers;
  • ensure convenient charging and fueling Infrastructure for greatly expanded use of ZEVs;
  • maximize economic and job opportunities from ZEV technologies;
  • bolster ZEV market growth outside of California; and
  • lead by example integrating ZEVs in to state government – with the establishment of “new goals for state fleet ZEV purchases so that 50% of annual light-duty fleet purchases are ZEVs by 2025.” (emphasis added)

Australia’s Tritium is adding 12- and 22-kilowatt DC fast-chargers to its Veefil production line, augmenting an existing 50-kilowatt Veefil unit – and adding connectivity to the 50-kilowatt offering, a feature aimed specifically at fleets.

“Tritium’s philosophy is to work closely with its customers to tailor our products to their requirements, and from our discussions with them on what they really need we have developed three new products, including one specifically for the fleet market, which we will be marketing internationally,” commercial director Paul Sernia said in a release (emphasis added).

“All the new products provide the same benefits as the original Veefil. The (50-kilowatt) Veefil UT is available now and the (12-kilowatt) Veefil WP and Veefil 22kW will be ready to ship early 2017,” he said.

A Range of Four DC Fast-Chargers

“These new charging products now create a Veefil range of four chargers – with all the chargers sharing Tritium’s unique technology (including liquid cooling),” says the new product release. All are both CHAdeMO- and SAE Combo- compatible.

The products will be shown this week at eCarTec, which runs October 18-20 in Munich.

Tritium notes further that

  • the connected-for-fleets 50-kilowatt Veefil UT has been designed specifically for energy and utility companies worldwide – and is “the first fast charger designed to connect directly to the grid.” It is “a solution for metering, switch gear and protection systems in a single unit,” Tritium says, “significantly reducing installation and maintenance costs;”
  • the 22-kilowatt Veefil DC fast charger is similar to the company’s original 50-kilowatt unit, but is designed to give customers more options in locations dependent on a lower power supply; and
  • the compact 12-kilowatt Veefil WP DC fast charger, “designed specifically for the workplace and ideal for fleet applications,” fits easily into existing car parking areas and can provide 120 kilometers (about 75 miles) of charge in two hours.

The Veefil line’s aluminum chassis and liquid cooling allow the units to operate in a wide range of climactic conditions with increased reliability and reduced maintenance.

In addition to its EVSE/electric vehicle support equipment products for DC fast-charging, Tritium promotes BMS/battery management systems and inverters for EVs. Tritium and California-based ChargePoint announced distribution deal for the United States last year (F&F, March 27, 2015).

Orange County Fire Authority & NREL Collaborate on Videos

NREL, the U.S. Department of Energy’s National Renewable Energy Laboratory and OCFA, Southern California’s Orange County Fire Authority, have released a four-part series of videos aiming to help advocates of hydrogen as a transportation fuel to establish the necessary fueling infrastructure.

Their goal is to help the companies building stations, and the persons responsible for safety, together navigate a thorny permitting process.

The videos are narrated by Carl Baust, a fire prevention analyst with OCFA.

High Pressure and Super Cold

They cover the experiences of fire, building, and planning department staffers with the plan review and inspection requirements of stations for fueling hydrogen vehicles.

“Planners and regulators from around the country will be faced with temperatures of minus 423 degrees Fahrenheit and pressures exceeding 10,000 psi installed only feet away from the general public,” Baust says in the introductory video.

Coordination? ‘Essential’

“Coordination between the building an fire departments is essential,” he says.

The series has four parts:

  • Overview – Which Regulatory Agency Has the Biggest Role?;
  • Planning and Building Considerations;
  • Fire Department Regulations; and
  • Annual Inspections.

And while the videos were created primarily as an educational tool for fire departments, they serve too as “a valuable resource for station developers, designers, constructors, and operators,” he told F&F.

A new MOSFET, said to be the industry’s first-ever 1,000-volt silicon carbide unit, can enable a 30% reduction in component count, a three-fold increase in power density, a 33% increase in output power – and lower cost, says manufacturer Wolfspeed, a Cree Company.

“Wolfspeed’s technology enables smaller, more efficient charging systems that provide higher power charging at lower overall cost,” Wolfspeed CTO John Palmour said in a release.

“This market requires high efficiency and wide output voltage range to address the various electric vehicle battery voltages being introduced by automotive suppliers,” he said.

‘Ultra-Fast Switching Speeds’

“Wolfspeed’s new 1000V SiC MOSFET offers system designers ultra-fast switching speeds with a fraction of a silicon MOSFET’s switching losses,” Palmour added.

“The figure-of-merit delivered by this device is beyond the reach of any competing silicon-based MOSFET.”

With silicon carbide, “Designers can reduce component count by moving from silicon-based, three-level topologies to simpler two-level topologies.” The company says.

MOSFET stands for metal-oxide-semiconductor field-effect transistor.

X3CNG Acquires Two Colo CNG Stations

Italy-Based Company Takes Charge of Public-Access Facilities

X3CNG Corp, a unit of Italy’s X3Energy Group, reports the acquisition of two “Skyblu” compressed natural gas fueling stations in Colorado.

“X3CNG will own and operate the public fueling sites for local government, commercial and public customers,” states a release.

x3cng-logotight“The expansion into the U.S. market is consistent with our mission to grow in a dynamic market,” X3Energy Group CEO Giovani Baroni said in the Colorado announcement.

U.S. ‘Anchor’

“Our decision to enter this market leverages on the company’s core expertise as a leading supplier of natural gas and CNG stations developer/operator in Italy. These stations serve as an anchor to our planned growth plans in the U.S,” he said.


“The CNG market represents a tremendous opportunity in the U.S. as it addresses long-term sustainability goals and cost reduction objectives for fleets,” said X3CNG business development director James Mora.

“We are working with industry partners to develop an expanded network,” he said.

The two CNG stations are in Firestone and Greeley.
