CARB Stands By Its Clean Car Standards

Agency Moving Ahead with GHG Rules and ZEV Program

California is sticking to its guns when it comes to clean vehicles, as the California Air Resources Board has voted unanimously to continue with its vehicle greenhouse gas emission standards and zero-emission vehicle program for cars and light trucks sold in the state, through 2025.

“The action ensures that California and 12 other states that follow its vehicle regulations, together accounting for a third of the U.S. auto market, will move forward greenhouse gas emission standards adopted in the 2012 process involving the federal government, California and the automakers,” states a release.

CARB also voted to support the expansion of the zero-emission vehicle marketplace before 2025, “calling for redoubling current efforts underway to support market growth and paving the way for new regulations to rapidly increase the number of zero-emission vehicles required to be sold in California after 2025.”

“Today ARB affirmed the technical reviews done by our own and EPA staff, as well as the work of independent analysts,” CARB Chair Mary Nichols says in an agency announcement.

“We invite the global industry to bring us their best cars and trucks and take advantage of the willingness of our leaders to provide a broad range of incentives to help make these vehicles affordable.

“And we also invite them to come sit down with us if they have specific concerns about implementation of the existing regulations that can be addressed without weakening the impact overall. The program,” she said, “is delivering cleaner cars that save consumers money and are fun to drive.”

CARB also voted to pursue policies to support more than 4 million zero-emission vehicles in California by 2030, and established a goal to continue reducing average fleet-wide greenhouse gas emissions from new vehicles by 4% to %5 per year between 2025 and 2030.

TTSI’s re-powered Freightliner Cascadia

The low-NOx ISX12 G is a field test unit, says a CWI spokesman. It has been installed in a Freightliner Cascadia tractor. It is fueled with LNG/liquefied natural gas. TTSI is using “Redeem” brand fuel, made with RNG/renewable natural gas supplied by Clean Energy Fuels, says a Clean Energy source.

Hauler at the Forefront

TTSI has long been an alternative fuel pioneer, committing to LNG/liquefied natural gas trucks for the ports nearly a decade ago (F&F, August 18, 2008) and later testing hydrogen fuel cell trucks for drayage operations (F&F, August 1, 2011).

According the company website, TTSI currently operates 57 LNG tractors.

As Clean as a Battery Truck?

Available for order later this year, the 11.9-liter engine is expected to be certified by the California Air Resources Board to produce 90% less NOx than the current EPA standard for heavy-duty engines – “equivalent,” says Cal NGVC, “to that of a truck powered by electricity from the electrical grid.”

“The trucking industry is facing hard choices on how we are going to reduce our emissions impact, especially here in Southern California,” TTSI president and CEO Vic La Rosa says in the association article.

‘Quickest and Most Affordable Way to Cut Our NOx’

“We believe the quickest and most affordable way to cut our NOx emissions to essentially zero is with the new CWI engine and renewable natural gas (RNG).

Cummins Westport’s 11.9-liter ISX12 G hit the market in 2012/2013 (F&F, December 19, 2012). Production of the low-NOx variant – the ISX12G Near Zero? – is to start early next year.

“We’ve successfully operated natural gas trucks in the San Pedro ports since the last Clean Trucks program in 2008, and it’s great that we now have a dramatically improved engine and an even cleaner fuel with renewable natural gas,” La Rosa said.

Next Year for the Low-NOx ISX12 G

Late last year Cummins Westport began full production of the low-NOx variant of its 8.9-liter engine, offering it as the ISL G Near Zero (F&F, October 18). Engines have been shipped to bus and refuse truck OEMs. The ISX12 G low-NOx engine is based on the 12-liter ISX12 G first introduced in 2012, Cal NGVC says. Production is to start early next year.

“CWI anticipates a large demand for this heavy-duty alternative-fuel truck engine,” the association says.

With Biomethane, It’s a Game-Changer

“We understand the importance of reducing NOx emissions, especially here in California and in the middle of one of the busiest transportation corridors in the nation,” said Cummins Westport president Rob Neitzke.

“This 12-liter engine, designed for heavy-duty trucks, can also reduce GHG methane emissions by 70% or more when run on renewable natural gas,” he said.

“We are also running field tests with other fleets in other applications,” a CWI spokesman told F&F, noting that production is to commence in the first quarter of 2018.

The Two Organizations Join Forces on a Common Goal:
‘Making LNG the Fuel of Choice for the Shipping Industry’

The new SEA\LNG coalition and SGMF, the Society for Gas as a Marine Fuel, have signed a memorandum of understanding on how they “will work together to achieve their common goal of making LNG the fuel of choice for the shipping industry.”

“SEA\LNG and SGMF have separate but complementary missions, and we are both wholly committed to the development of natural gas as a marine fuel,” SEA\LNG chairman and Tote Maritime executive VP Pete Keller said in an organization release.

“This MoU will ensure that our efforts are concentrated on defined areas, enabling us to support each other successfully, and ultimately providing the confidence and demand required for an effective, efficient, and safe global marine LNG value chain by 2020,” Keller said.


‘Leverage’

“SGMF does not cover the commercial aspect and therefore it will be beneficial to leverage the work of SEA\LNG,” SGMF general manager and COO Mark Bell said in the SEA\LNG announcement. “The 100-plus members of SGMF represent the whole value chain from supply to end use,” he said.

SEA\LNG was launched in mid-2016 to break down the commercial barriers to the uptake of LNG as a marine fuel. Founding members included Carnival/Aida, DNV GL, Engie, ENN, GE Marine, GTT, Lloyd’s Register, Mitsubishi, the NYK Line, the Port of Rotterdam, Qatargas, Shell, Tote Maritime and Wärtsilä (HHP Insight, July 14, 2016).

SEALNG recently published a white paper titled Accelerating the Adoption of LNG as a Marine Fuel.

SGMF was formed as a spin-off from SIGTTO, the Society of International Gas Tanker and Terminal Operators in October 2013, focusing on the safety, operational, and technical aspects of natural gas as a sustainable marine fuel (HHP Insight, October 2, 2013).

Data Sharing

“The two organizations have pledged to support each other by sharing knowledge, data, and information from their own areas of responsibility that will be of benefit to each other’s members,” the announcement states.

SEA\LNG notes that SGMF’s data set of publications, guidance notices, industry statistics, and studies “is now also available for leverage by SEA\LNG… “In return, SEA\LNG can support SGMF in promoting coherent best practice throughout the industry.”

SEA\LNG members are to meet at this year’s High Horsepower (HHP) Summit, just announced for November 6-9 at the Prime Osborne Convention Center in Jacksonville, Fla. – home of Tote Maritime’s two LNG-fueled container ships, the first of their kind in the world.
